Evaluation of the research activity of academic staff at universities and private institutions (2025 call for applications)

Private universities and affiliated private institutions within the Andalusian university system are calling for a system to evaluate the research activity of their teaching and research staff that is comparable to the system used to evaluate the research activity of teaching and research staff employed by public universities. This comparability relates exclusively to the substantive evaluation in question, and is unrelated to any public-sector remuneration linked to the provisions of Articles 76 and 87 of Organic Law 2/2023 of 22 March on the University System (LOSU) or to the provisions of Royal Decree 1086/1989 of 28 August on the remuneration of university teaching staff.

This is because, in accordance with the provisions of Article 99 of the LOSU, teaching and research staff at private universities and affiliated private institutions are governed by the consolidated text of the Workers’ Statute and its implementing regulations, as well as by the applicable collective agreements. Consequently, the effects that private universities attach to these evaluations are strictly private and internal in nature, falling entirely outside the scope of public administration personnel policies.

To meet this academic need, ACCUA has signed agreements with private universities and affiliated private centres that have requested them. The purpose of these agreements is for the Agency to evaluate the research activity of the teaching and research staff at these institutions and, specifically, of the categories of staff that the university or centre establishes internally.

Ensuring the highest standards of scientific rigour, ACCUA’s evaluation will be carried out using the same criteria and standards applied by the National Agency for Quality Assessment and Accreditation (ANECA) when evaluating civil servant teaching and research staff at Andalusian public universities.
